Since April 2012, local communities have been able to produce a Neighbourhood Plan for their local area, putting in place planning policies for the future development and growth of the neighbourhood – though they must have regard to national planning policy, to the London Plan and to the City of Westminster Plan. Draft Neighbourhood Plans go through several stages of consultation, before a local referendum.
The Maida Hill plan covers various aspects of land development and land use up to 2040, including shops and new buildings, public spaces and the environment, tailored to Maida Hill needs. It will become part of the council’s statutory development plan if adopted at the public referendum stage.
In particular, our Plan deals with a variety of issues, including –
- Protecting and improving community facilities
- Protecting parks and introducing new green areas and features
- Preventing overdevelopment
- Allowing careful implementation of roof terraces
- Improving walking and cycling routes
- Adapting streets and public spaces to climate change

Referendum on Neighbourhood Plan for Maida Hill – 16th October 2025
Westminster City Council has announced a date for the Referendum on the Neighbourhood Plan – October 16th 2025.

Please note that you are required to bring ID for the Referendum if you vote in person, as is now standard for local elections.
The three polling stations are Emmanuel Church Hall, 389E Harrow Road, W9 3NA; Methodist Church Hall, Fernhead Road, W9 3EA; and St Peter’s Church Hall, 59 Elgin Avenue, W9 2DB. They will be open between 7am and 10pm.

Submission of Draft Neighbourhood Plan for Maida Hill to Westminster City Council
The Forum has recently submitted a proposed Neighbourhood Plan to Westminster City Council and an Independent Examiner.
The draft covers various aspects of land development and land use up to 2040, including shops and new buildings, public spaces and the environment, tailored to Maida Hill needs. It will become part of the council’s statutory development plan if adopted, with the next – and final – stage being a public referendum of Maida Hill.
In particular, our Plan deals with a variety of issues, including –

- Adapting streets and public spaces to climate change
City Plan
Westminster’s City Plan is the local plan for Westminster. It sets out the vision for the City of Westminster up to and beyond 2026/27, and puts in place a policy framework which aims to balance competing requirements to deliver against economic, social and environmental objectives. Consultation on a partial review was undertaken in 2024. Its intentions were to refocus ambitions towards building more affordable homes, giving a greater priority to the retrofitting of existing buildings, and steering growth on identified sites (one of which, the current site of Westbourne Bus Garage, is close to Maida Hill).
City Plans are required to be updated every five years so they stay useful, lawful, and relevant to what communities need now and for the future. Westminster City Council is initiating a review of its City Plan, and further details can be found at New City Plan
